Robert Murphy, president of RPM Transportation Consultants, will be the primary presenter.  Mr. Murphy was a consultant for the Chattanooga Urban Area Bicycle Facilities Master Plan and has developed similar plans for communities throughout Tennessee. 

Rebecca Brooks, who is also with RPM Transportation Consultants, will be assisting Mr. Murphy.  Ms. Brooks has managed bike plans for several communities in Tennessee, including Nashville, Memphis, and Franklin. 

This presentation will provide an overview of how to develop and implement a comprehensive bicycle plan.  It will begin with a discussion on the importance of having a comprehensive bicycle plan and how to initiate the development of a bicycle plan.  Next, the key components of a bicycle plan will be outlined. These components include public involvement, data collection, analyses of the existing conditions, identification of future bikeways, design guidelines, and the development of a financial plan.  Finally, implementation strategies will be identified.  This discussion will address education, encouragement, and enforcement activities, regulation and policy changes, funding sources, and benchmarks.  The presentation, which will end with a brief question and answer session, will last approximately 45 minutes.  Informational handouts will be provided to all attendees.
